New York City policymakers have looked to rezoning as a means to address the housing crisis.
Up-Zonings in particular, which increase development capacity, are seen as crucial in this effort. The trend of Up-Zoning, however, has not always been equitable, notably being associated with demographic changes and displacement.
To examine the relationship between Up-Zoning and demographic and housing changes, comprehensive spatial analyses using Geographically Weighted Regressions were conducted in ArcGIS Pro. The study found that Up-Zoning did not strongly correlate with any particular demographic or housing variables, which in turn contrasts with the prevailing view of up-zoning as a "silver bullet" for urban issues.
