From 2003 to 2013, the Bloomberg Administration aimed to create and preserve 165,000 units of affordable housing in New York City.

The potential results of the program were analyzed through Kernel Density mapping of new residential developments and new residential units constructed in Queens based on NTA boundaries.‍
